Solid growth in paperless billing as City customers make the switch from paper to email, eServices

Since June 2020, shortly after the start of the Covid-19 pandemic and lockdowns, eBilling (accounts via email) has grown by about 16% as customers opt to receive their monthly municipal accounts via email. Currently, more than 475 000 customers (almost half of the total number of billable customers) are accessing their monthly municipal accounts either via eBilling (accounts via email) or eServices. Customers who receive their bills via email or by using eServices are choosing to reduce their paper usage and gaining more control over the delivery of their accounts. The City encourages other customers, especially businesses, to make the switch to eBilling to receive bills via email and to register for eServices to manage their accounts digitally.

eBilling (accounts via email) and managing accounts via eServices saves the City money, which can be used to enhance other services; it is more environmentally friendly; and it reduces the risk of customers not receiving their accounts via the postal service due to factors outside of the City’s control.

‘About a third of our customers who have email addresses receive their monthly municipal accounts via email and altogether almost half of our customers have chosen to go paperless via eBilling (accounts via email) or by using eServices. We hope to see a big increase in this number over the next year. The City’s billing system has a 99% accuracy rate and with more people opting for paperless billing, the system is enhanced for all customers by reducing the risk of accounts not being delivered by post. It also makes it easier for customers to digitally store and reference their monthly accounts.

‘We encourage more of our customers with email addresses to register for eBilling or eServices, especially businesses. As always, we thank our customers for their payments as this makes service delivery possible,’ said the City’s Mayoral Committee Member for Finance, Councillor Siseko Mbandezi.

  • invoices reach customers faster
  • easy digital access and filing for customers
  • improved cash flow for the City
  • more direct control over sending and receiving invoices
  • more efficiently run City

How to make the switch:

  • Please visit www.capetown.gov.za to register for eServices. 
  • Then visit the eBilling registration portal. Customers may follow the instruction wizard and fill in their information.
  • Once they have registered, they will receive their municipal bills via email.
  • Customers may also email help.uces@capetown.gov.za and request to be registered for eServices or eBilling 

What is needed:

  • ID or passport number
  • a copy of ID or passport to upload
  • their business partner number (found on the top right hand side of the municipal account)
  • a valid email address
